Brian Howarth

Chairperson

In addition to his work with the Pilbara Community Legal Service Brian is responsible for the operations for one of the biggest fuel terminals in Australia. Prior to this Brian has held senior roles in large multinational organisations within the renewable, petrochemical and mining sectors.
Brian has significant experience as a former board member for several non-profit organisations and sees the work that the Pilbara Community Legal Service as essential to improve the lives of community members in difficult and complex situations.
Brian also holds several academic qualifications including a Master of Business Administration, a Graduate Diploma of OH&S and a Graduate Certificate of Social Science. Brian is a Chartered OHS Professional from the Australian Institute of Health & Safety and is a certified Lean Six Sigma Black Belt.

Emma Dumbrell

Board Member

Emma Dumbrell brings over 30 years of leadership experience to the board, showcasing a remarkable dedication and work ethic. With expertise in documentation, compliance, and reporting, Emma possesses strong management and communication skills, excels in building cross-functional teams and fostering an environment of collaboration and innovation. Emma’s commitment to corporate responsibility underscores her approach to leadership, ensuring PCLS actions align with ethical and sustainable practices.

Emma’s extensive experience and multifaceted skill set make her an invaluable asset to the Board, continuing to drive excellence and contributing to the PCLS’s long-term success.

Caroline Ward

Board Member

Caroline is a dynamic and engaging lecturer at North Regional Tafe, known for her great sense of humor and passion for goal setting and achieving outcomes. Caroline is driven, motivated, and excels in connecting with people of all ages and backgrounds. With extensive experience in vocational training industry and community services sector, Caroline is a versatile and effective educator. Holding several Diploma’s in training and development, vocational education and community services, Caroline’s broad expertise and approachable nature make her an invaluable asset to the PCLS Board, where her collaborative spirit and strategic insights consistently drive positive outcomes. Whether in the classroom or the boardroom, Caroline is committed to fostering growth, learning, and success.

Tracy Flynn-Edward

Board Member

Tracy has been an integral part of the community services sector in the Pilbara region for over a decade. With a rich background in event management, training and development, and performance management, Tracy brings a wealth of experience and knowledge to the Boardroom. Tracy’s passion for inspiring and coaching others makes her a driving force in advancing PCLS’s mission, vision, and values. As a dedicated and experienced professional, Tracy is a tremendous asset to the PCLS Board, continually pushing us towards greater achievements and community impact.

Kim Samiotis

Board Member

Kim Samiotis is a legal practitioner in Port Hedland, having been admitted to practice in 2009. Kim was born in Port Hedland and grew up in Marble Bar and Albany, which has given her personal knowledge of many of the issues faced living in remote communities. She has practiced exclusively in remote and regional communities since 2016. She commenced her business as a sole practitioner in Port Hedland in 2020. Kim has experience in litigation and commercial matters, conveyancing, criminal law, family law, mining law, and wills and estates, which she brings to the PCLS Board. Beyond her professional achievements, Kim is committed to community service, having volunteered as a language tutor for child and adult refugees and supporting elderly residents experiencing dementia. Kim has a passion for travel, cooking, fitness, and family. Kim’s experience and dedication make her an invaluable asset to PCLS and the broader Pilbara community.
