Mark Jeffreys
Principal Solicitor
Mark Jeffreys, Principal Solicitor for PCLS since 2022, brings a wealth of experience to the Executive team. Mark is an accomplished Solicitor, with a degree in Criminology and Bachelor of Laws, being admitted to practice in 2007. Mark has significant experience working in the justice system, with Queensland Police Service and Community Corrections. Having worked in private practice as a generalist Solicitor with a focus on Criminal and Family Law matters, Mark is now ideally placed leading a team to provide legal services and advocacy to the Pilbara community. Mark is compassionate, resilient, client focused and demonstrates integrity and respect in all interactions with clients, team members and stakeholders alike – all qualities of inspirational leadership.

Carly Blackney
I joined Pilbara Community Legal Service as Executive Manager Corporate Services, bringing experience across operations, governance, people leadership and business improvement within regional and community-focused organisations.
Having lived and worked in the Pilbara for over 30 years, I understand the opportunities and challenges of delivering services across regional and remote communities. Throughout my career, I have focused on strengthening systems, supporting teams and delivering practical, sustainable outcomes that enable organisations to provide meaningful services.
I am passionate about building positive workplace culture, improving organisational capability and supporting teams to do their best work for the communities they serve. I hold a Graduate of the Australian Institute of Company Directors (GAICD) and qualifications in business and practice management.
